Videoüberwachung in Deutschland
Theorie und Praxis situationsbezogener Kriminalprävention

Summary
The main focus of the following article lies on the effectiveness of video surveillance as a means of situational crime prevention. First situational concepts which explain crime and criminal behaviour are introduced (Cohen, Felson 1979; Cornish, Clarke 1986). The concept of opportunity which was proposed by them led to a further evolution of situational strategies of crime prevention. In this context video surveillance is an example of a means for one of those strategies. It is going to be examined on a theoretical as well as on an empirical level. The main aim of the article is firstly, to describe the sociological reasons for video surveillance and to criticise those and secondly, to summarise and to evaluate the experiences made with video surveillance. On a theoretical basis the results prove that situational oriented concepts cannot deal with a »criminology without an offender« (cf. Sessar 1997). The evaluation research project on video surveillance, which was carried out in 27 cities in nine states (Bundesländer) in Germany in 2003, reveals the problems when evaluating the effectiveness of crime prevention measures.

Summary
The present study analyses the question of why under-aged victims of sexual abuse do not prevent renewed attacks by perpetrators. In a study based on forensic psychologists expert opinions, more than 80 % of the analysed cases showed that, paradoxically, under-aged victims did not develop strategies to avert repeated attacks by perpetrators even if it would have been possible in principle for them to do so. Boys were more likely to state the desire for rewards, and girls their naivety as paramount motives; devotion, a form of dependency and in a few cases fear, were also found to play a part.
